Generally yes, and it is not considered part of your luggage. It will be kept in the hold and you will be able to pick it up at the luggage area in your destination. 

This is normally allowed for manual wheelchairs. For electric wheelchairs with dry, liquid or lithium batteries, you must previously check with the airline.
